Why does God send forest fires?

Punishment for people’s doings

“Behold, I am against you, O inhabitant of the valley, And rock of the plain,” says the LORD, “Who say, ‘Who shall come down against us? Or who shall enter our dwellings?’ But I will punish you according to the fruit of your doings,” says the LORD; “I will kindle a fire in its forest, And it shall devour all things around it.

Jer 21:13-14

Forest fires are a form of punishment for the doings of the people. If we look into the context of the above verse, it is just a small part of the prophecy regarding a greater punishment.

God is against the land

“Son of man, set your face toward the south; preach against the south and prophesy against the forest land, the South, and say to the forest of the South, ‘Hear the word of the LORD! Thus says the Lord GOD: “Behold, I will kindle a fire in you, and it shall devour every green tree and every dry tree in you; the blazing flame shall not be quenched, and all faces from the south to the north shall be scorched by it. All flesh shall see that I, the LORD, have kindled it; it shall not be quenched.”

Ezek 20:46-48

When God is against the land, He sends forest fire as a warning to show them that it was He who kindled them. This too was a small part of a greater list of prophecies against the land.
